Can Believe Rugby City in Japan?

Can you believe that there is a rugby city in Japan?


Hello, everybody. I'm Japanese. And I live in Higashi-Osaka city, Osaka prefecture, Japan. HO city has about 500 thousand citizens. This city is great to live in. I'm happy to be born and be raised in HO.
Higashi means east in Japanese.

But I have a trouble about the city's policy.
This city officers say that Higashi-Osaka city is a rugby city.
This policy causes to make an incorrect impression about the city and citizens.

Can you REALLY believe that there is a rugby city in Japan?
And can you think that I'm a rugby person?

Don't believe political propaganda by the city government.

Many residents don't do rugby.
Many residents don't have any interesting in rugby.
A lot of HO citizens, like people across Japan, don't have customs or hobby to play or watch rugby. 
That's true.
HO citizens are ordinal people like who lives anywhere in Japan.

People in other countries may feel this story to be strange.
You can think as well that this story seem one scene of a comedy.
Is it called a comedy when it actually happens? Or called a tragedy?

I don't want that Higashi-Osaka city become a rugby city.
I don't want to pay tax money from citizens for rugby business.

Same looking, same attitude and same thinking

Look at the above picture. The officers working in HO city wear rugby shirts in summer. Rugby business is always their religion. They follow rugby business. And they lead citizens to rugby. Let's pray rugby.
Same looking, same attitude and same thinking, these are the best for them.
They may say “We are diversified. Rugby business is been done by diverse people like us”.
I unconsciously ask in a whisper “Why can you say that?”

If we don't do anything, this city will really become an artificial rugby city. And it will be made by political drive, not by rugby's own attraction.
